On June 9, 2026, a decree was published in the Official Gazette of the Federation establishing various administrative measures applicable exclusively to Mexico City in connection with the opening of the FIFA World Cup 2026, which will take place on June 11, 2026. As of this date, no federal provisions have been issued establishing similar measures for the other host cities or for the rest of the country, without prejudice to any determinations that may be issued by the local authorities of each state.
The purpose of the decree is to facilitate urban mobility and road safety. Accordingly, it encourages private-sector employers in Mexico City to implement remote work arrangements and/or flexible work organization schemes for non-essential activities. However, the decree does not create a legal obligation; rather, it constitutes a recommendation, the implementation of which is left to the discretion of the parties to whom it is addressed.
The decree also mandates the suspension of classes in preschool, elementary, and middle schools. In addition, the Federal Judiciary has ordered the suspension of operations, as well as procedural deadlines and time limits, in the federal courts located in the FIFA World Cup 2026 host cities, namely Mexico City, Jalisco, and Nuevo León. Likewise, several local judiciaries are issuing resolutions to establish similar measures within the scope of their respective jurisdictions.
